EC: Electronic Conveyancing

EC is part of the Land Exchange Program within the Victorian Government's Department of Sustainability

The EC system requires users from financial institutions, legal practitioners and the conveyancing industry
to use a Gatekeeper Australian Business Number - Digital Signature Certificate (ABN-DSC) to increase the
security of various decisions communicated in EC. When you purchase your ABN-DSC you will receive two
electronic files or Certificates, a Signing Certificate and an Encryption Certificate.
Certificates are stored on a token that you connect to your computer when you wish to authorise a function
when using EC. The steps here also explain how to obtain this token. Both the Signing Certificate and the
Encryption Certificate will be stored on your Token.
The first EC user in any organisation needs to obtain an Authorised Officer ABN-DSC. This user has administration
functions for the organisation, including approving ABN-DSCs for any subsequent users. The latter users will be
issued Standard ABN-DSCs.
Purchasing an ABN-DSC
Purchasing an ABN-DSC has two stages:
Stage 1 - Set Up ABN-DSC Account
- Enrol for an ABN-DSC Account for your Company
- Complete Application and Post to VeriSign
- Purchase Security Tokens
After successfully completing Stage One you will have an ABN-DSC account for your Company and you will be ready
to enroll for your first digital certificate.
Stage 2 - Enrol for ABN-DSC Certificates
The following steps can only be completed once you have completed Stage One.
- Enrol for Authorised Officer ABN-DSC
- Go to Australia Post for 100 point Identificaton Check
- Install Authorised Officer ABN-DSC
- Request Additional ABN-DSCs
After successfully completing Stage Two you will have installed at least one digital certificate and be ready
to subscribe to EC.
